He received a Bachelor of Science degree from Boston University in 1971. Mark has participated in a number of arbitrations as both a consultant and as an expert witness. Between the years 1948 and 1954 he served in the Navy on board tankers, aircraft carriers and submarines. In 1954 he joined the Sawyer Steamship Agency as Port Engineer and Operations Manager. In these capacities William received extensive experience in all phases of cargo operations, including writing specifications for Charter Party Agreements for the chartering of agency vessels. In 1967 William established his own company, Marine Enterprises, which bought and sold vessels and other commercial marine equipment.
